Staff And Officials Weigh How Much Control The City Really Has

A major theme of Farmersville’s joint work session was how much control the city actually has over growth outside its city limits. Officials said that in the extraterritorial jurisdiction, or ETJ, the city cannot control zoning, which limits its power to require the kinds of mixed-use development some members said they want to see.

That reality led to repeated discussion about annexation. Officials said bringing developments into the city is important if Farmersville wants more oversight of land use and the ability to shape projects through city processes. Members also said the city has to remain development friendly if it wants builders to choose annexation rather than pursue projects beyond city control.

The conversation also touched on MUDs, or municipal utility districts, as an alternative route developers may choose. Officials warned that if city rules become too rigid, projects could shift into MUDs or other areas outside Farmersville instead of coming under city oversight. One speaker said the city needs to move from telling developers no and instead explain how a project could get to yes in a way that works for both Farmersville and the builder.

Members tied that issue to city services, including police, fire protection and sewer. Lakehaven was cited as an example of a development outside the city where service arrangements were part of the negotiations. Officials also noted that future fire and police response patterns could affect how attractive it is for property owners to be in the city versus remaining outside it.

The discussion did not produce a policy change, but it underscored a practical concern behind the city’s planning debate: without annexation or negotiated agreements, Farmersville may have limited ability to influence what gets built in the ETJ.
