Parkway Project In Farmersville Faces Funding Shortfall And Right Of Way Delay

The Parkway project in Farmersville is now estimated to cost more than the funding currently available, and city officials said right of way issues are continuing to slow the work. The update came during the May 7 meeting of the city’s Tax Increment Reinvestment Zone, or TIRZ, which helps fund public improvements in the district.

Engineer Jakey Dupuy told the board that about $6.364 million is currently available for the project, while the latest estimate to finish it is around $6.52 million. That leaves a gap of roughly $158,000, meaning more financial decisions may be needed before the road work is complete.

Officials said one of the main reasons for the delay is unfinished right of way acquisition. Dupuy said not every parcel had been appraised earlier in the process, and those appraisals are now being finalized. Some property owners have allowed work to begin before the paperwork is fully complete, but others have not.

Because of those delays, the contractor has requested about 120 additional days. Officials said that would move expected completion from September to late this year or early January.

Board members also discussed added costs tied to a steel casing for a North Texas water line under Parkway. Officials said that item is about $171,000 and is part of the current shortfall. They also said North Texas is expected to provide gate valves and fittings for a future second delivery point north of town, with an estimated value of around $400,000.

The Parkway discussion came as TIRZ board members reviewed several road and funding issues that could affect future projects. For residents, the latest update means one of Farmersville’s more visible road projects remains active, but its final cost and completion timing are still unsettled.
