Peachtree Meadows Phase 2 Assessed More Than $95,000 In Park Fees

The Rockwall Parks & Recreation Board approved parkland dedication fees for Phase 2 of Peachtree Meadows, a 144-lot single-family subdivision on Mims Road west of National Drive. The action was tied to a replat request for the development, which is part of a larger project that has moved through multiple city approvals in recent years.

The total fees assessed were $95,451.84. According to staff, that includes cash-in-lieu-of-land fees of $363.69 per lot, totaling $52,371.36, and pro rata equipment fees of $299.17 per lot, totaling $43,080.48. The applicant elected to pay all parkland dedication fees in this case.

Staff told the board the property is located in Park District 14, which currently has an undeveloped neighborhood park. Based on that, staff recommended that the money be used to develop additional parks or install amenities within that district.

The subdivision property was described in the meeting as a 94.544-acre tract identified as Large Lot 49, Block A, Peachtree Meadows Addition. Staff reviewed the development history, noting the property was annexed in 1999, rezoned in 2023 to Planned Development District 101 for single-family 10 district land uses, and later received master plat, preliminary plat and other related approvals.

A board member made a motion listing the fee amounts and the 144 proposed lots, and the board approved the request. The fee action was one of several development-related items considered during the meeting, but it represented by far the largest dollar amount assessed that night.
