Rockwall Tables Key Projects, Approves Several Plans

Rockwall’s Planning and Zoning Commission spent a long meeting on October 13, 2026, weighing zoning changes, special use permits, and site plans. Some projects moved ahead, while others were tabled for more work, including requests tied to major corridors and downtown blocks.

Rockwall Heights PD Plan Gets Tabled For More Work

The commission tabled Z2026-052, a request tied to a planned development at Stonshill Road and I-30, after discussing open space, a flagpole feature, and the placement of detention ponds. Commissioners asked for more amenity details around the flagpole and wanted a better visual of how the corner would look before moving ahead.

Heritage Christian Academy Withdrawal Accepted

Z2026-055, a request from Heritage Christian Academy, was withdrawn by the applicant and the commission accepted that withdrawal. No further action was taken on the case.

Saddlebrook Guest Quarters Plan Tabled

The commission tabled Z2026-056, a request for a guest quarters accessory structure at 2337 Saddlebrook Lane, after questions came up about the building’s exterior design and garage orientation. Commissioners said they wanted the applicant back in the room to address the architectural fit before they acted.

Goliad Restaurant Move Wins Support

Z2026-057, a special use permit for a restaurant less than 2,000 square feet at 504 North Goliad, was approved and will move to the City Council on October 19. Staff said the project includes a cross-access connection that could help improve access for nearby businesses.

Evans Road Infill Cases Are Split Between Delay And Approval

The commission tabled Z2026-058 at 412 Evans Street after the applicant asked for more time, while Z2026-059 at 418 Evans Road was approved after the applicant removed a guest quarters from the proposal and kept only the single-family home. A later Evans case, Z2026-060 at 132 Wayne Drive, was also tabled, and Z2026-061 at 273 Nicole Drive was approved on the same basic residential infill framework.

Downtown School Plan Gets A Two-Year Time Limit

Z2026-065, a request for a private secondary school at 306 East Rusk Street, was approved with a two-year term so the use can be reviewed again later. The school reduced its proposed enrollment and adjusted hours, but parking concerns in downtown Rockwall remained a major topic.

Ranger Drive Infill Home Clears Commission

Z2026-066, for a single-family home at 5421 Ranger Drive, was approved and sent to City Council. Staff said the garage orientation was not unusual for that street, which helped the project move forward.
