Rockwall Approves Car Wash After Split Vote
Rockwall City Council discussed zoning matters, heard resident comments about traffic and pedestrian concerns, received an update from the Boys and Girls Club of Northeast Texas, and heard a road project update at its October 5 meeting. The closest vote was on a proposed car wash near John King Boulevard and SH 276.
Car Wash Wins Narrow Approval
Council approved case Z2026-048 on a 4-3 vote for a specific use permit allowing a car wash on 1.397 acres at the southeast corner of John King Boulevard and SH 276. Staff said the request appeared to conform to the Unified Development Code and was generally consistent with the comprehensive plan's commercial retail designation for major intersections, but said approval of a specific use permit is a discretionary decision for the council. Council members discussed whether another car wash should be allowed near one already approved across the intersection, and concerns mentioned during discussion included noise and the possibility that two car washes could operate nearby.
Planning And Zoning Split Over Same Site
Before council voted, staff said the Planning and Zoning Commission had first tabled the car wash case for more information, then later recommended approval 5-2. A commissioner said his no vote reflected concern about granting another long-term car wash right near a site that already has that use by right. Staff also said three opposition notices had been received, including one from the adjacent car wash.
Second Zoning Case Tabled After Applicant No-Show
Council unanimously tabled case Z2026-049, a request to rezone a 1.02-acre tract from agricultural to single-family residential, after staff said the applicant was not present. The item was tabled to October 19.
Another Public Hearing Also Delayed
A separate zoning item, case Z2026-052, was also tabled to October 19. No further action was taken on that item during the meeting.
