Plano Reappoints Water Board Veteran, Extends Injured Fire Captain’s Pay, Sets Up League Picks

At its May 11, 2026 meeting, the Plano City Council handled a short list of people-focused decisions before hearing a wide-ranging update on how the city maintains roads, water lines, sewers, drainage and traffic signals. The discussion touched daily services residents use all the time, even if most of that work happens out of sight.

Ron Kelley Wins Another Term On Water District Board

Council voted 8 to 0 to reappoint Ron Kelley to the North Texas Municipal Water District board. That board helps shape regional water decisions, so Plano keeps the same representative in place as long-term water planning continues.

Council Extends Pay And Benefits For Injured Fire Captain

Council also voted 8 to 0 to give Captain Mike Waterstradt a six-month extension of full pay and benefits after a line-of-duty injury more than a year ago. Fire officials said the city had reached the normal one-year limit, and council approval was needed to continue support.

League Appointments Could Return May 26

Staff walked council through openings tied to the Texas Municipal League and National League of Cities. Members who want to serve were asked to send their interest to staff, with a formal action item expected back on the May 26 agenda. That could decide who represents Plano in outside policy and advocacy groups.

Public Works Shows How It Tracks Nearly Everything In The Field

Public Works Director Abby Owens said the city now tracks nearly 700,000 assets through its management system, from water lines and valves to sidewalks and streets. She said resident reports, whether sent through Fix It, phone or email, feed into that same system. Last year, the city received just under 18,000 requests that turned into about 111,000 work tasks.

Street Strategy Focuses On Repairs Before Full Rebuilds

Owens said more than half of Plano’s streets are over 30 years old, which puts many roads into a key maintenance window. The city’s goal is to keep roads in decent shape with cheaper upkeep and targeted panel replacement before problems grow into full reconstruction, which costs far more and can mean bigger disruptions.
