Park Board Recommends Fee Updates and Hears Project Updates

The Rockwall Parks & Recreation Board spent its November 3 meeting recommending rental and program pricing updates after staff said many fees had not kept pace with costs. People who rent park spaces, athletic fields, or the Harry Myers Community Center could see changes later if City Council approves them. Staff also gave updates on trail lighting, harbor work, and a waterfall repair.

Board Recommends Rental Fee Overhaul

The board voted to recommend updates to Ordinances 30-129, 30-130, and 30-131, which staff said were last updated in August 2013, after staff said the city's rental fees were low compared with several surrounding cities. The proposal raises rates for several facilities, removes some rental categories staff said were rarely used, and simplifies harbor rentals. Staff said the goal is to recover costs rather than make money on the facilities.

Ball Field Rates Would Jump Under Proposal

One proposed change would raise ball field rentals from $10 an hour to $60 an hour for lit fields at Leon Tuttle Athletic Complex and $30 an hour for fields at Yellowjacket Park and Harry Myers Park. Staff said league participants would still be able to reserve practice fields for free through existing coupon codes, so the new rates would apply to other rentals.

Harry Myers Community Center Sees Biggest Price Increase

Staff told the board the Harry Myers Community Center would see one of the largest increases because demand is high and the building books up quickly. The center is rented in time blocks, and staff said the proposed $100 per block compares with hourly rates elsewhere. The key deposit would rise from $25 to $100 to encourage key returns and help address possible damage.

Existing Reservations Would Keep Current Prices

People who already booked a city facility would stay under the current rates, according to staff. The new pricing would apply only after any ordinance changes are adopted.
