Rockwall Rejects Zoning Change, Approves Bond-Related Items
Rockwall City Council on Aug. 17 considered development cases, debt financing items, and public comments. Actions included a unanimous denial of a zoning change for a trucking-related property on South Goliad, approval of several bond-related items, and approval of a specific use permit for a medical office building through the zoning process.
City Approves Major Bond-Related Items
Council unanimously approved multiple debt-related items tied to roads, water, harbor work, and economic development land. Staff said one bond package includes at least $28 million, including reconstruction of South Lakeshore from 66 to Masters, with the final amount depending on market conditions and possible refinancing savings. Another package supports water projects and harbor improvements, while REDC bonds would help fund Tech Park phase four.
Truck Property Zoning Change Gets Rejected
Council unanimously denied a request to rezone a five-acre tract at 2890 South Goliad entirely to heavy commercial. The site has been used as a trucking facility, and council members discussed whether the corridor is shifting toward more commercial and destination-style development. The property keeps its current split zoning.
Medical Office Building Clears Council
Council unanimously approved a specific use permit for a 40,000-square-foot medical office building and ambulatory surgery center at Medical Drive and Horizon Road. Staff said the project would also include a wound care clinic and a cardiology clinic. Staff also said the project would still go through site plan review for items including landscaping, screening, and building review.
