Prosper Approves The Marco Zoning, $10M Tollway Frontage Road Contract

Prosper Town Council met October 27, 2026 and unanimously approved zoning for The Marco, the lagoon-centered mixed-use development planned at the Dallas North Tollway and US 380, with added limits on apartments and retail timing. Council also approved a $10 million contract to repair the northbound tollway frontage road and improve Frontier Parkway at the tollway.

The Marco Zoning Approved

After a public hearing and an extended break for staff and the developer to work through council's requests, Mayor Pro Tem Amy Bartley moved to approve the planned development with changes read into the record by the town attorney. The motion was seconded and passed unanimously. Council members called the site one of the most important commercial corners Prosper will ever see, and several said the plan is a better fit than the commercial corridor zoning already on the land.

Caps Set On Apartments

The approved version allows up to 4,400 total housing units. Mid-rise flats are capped at 2,500 units, and age-restricted mid-rise flats are capped at 500, with anything over that counted against the 2,500 cap. Bartley asked for the age-restricted limit, saying those units look the same as regular mid-rise apartments and should not be unlimited.
