Saddle Creek Rezoning Advances 6-0 With New Restrictions

Prosper’s Planning and Zoning Commission spent much of its Oct. 20 meeting working through a heavily debated rezoning request for 13.6 acres of Saddle Creek Commercial near Preston Road and Prosper Trail. After hearing from staff, the applicant and a long line of nearby residents, commissioners voted 6-0 to recommend approval, but only after adding restrictions covering grocery stores, fitness uses, alcohol-related businesses, setbacks, open space and dumpsters.

Saddle Creek Plan Moves Forward, But It Is Not Final

The commission recommended approval of zoning case 26-0012 for the property on the west side of Preston Road, about 225 feet north of Prosper Trail. The request would create a new planned development allowing a mix of office, restaurant and retail uses. The 6-0 vote sends a recommendation forward. It did not represent final zoning approval.

The Biggest Change Is Where Retail Could Go

Under the existing planned development, only six acres of the larger commercial tract can be used for retail and commercial activity. Staff confirmed during the discussion that the new request would allow retail uses across more of the 13.6-acre property. That change became one of the central points of debate because the site currently carries a stronger office component.

Commissioners Strip Four Uses From The Plan

Alcoholic beverage establishments, insurance offices, government offices and massage therapy were removed from the permitted-use list before the commission voted. Some of those uses had been part of staff’s earlier recommendations for removal, while commissioners continued reshaping the list during their own discussion.
