Council Amends Board Policy, Hears Park and Pipeline Updates

McKinney City Council used its August 18, 2026 special meeting to change how some board appointments are handled, hear about an Atmos Energy pipeline replacement through parkland, and get an update on park capital projects across the city. The meeting also included discussion of a recreation center feasibility study and a review of board and commission nominations for a later meeting.

Board Appointment Policy Gets Approved

Council approved a resolution changing the city’s board and commission appointment policy for the Economic Development Corporation and Community Development Corporation. Staff said the amendment would allow council members to each nominate a member to be considered and approved individually rather than collectively through the typical preferencing policy. During discussion, the city attorney said council still has discretion to appoint or remove board members.

Questions Raised About Board Terms

Before the vote, council members asked how the policy lines up with state law and board terms. The city attorney said the Type B statute for MCDC has two-year terms, while the Type A statute does not state a term length. Staff said the city already reviews board members annually, and said the proposed process would allow members in terms to be changed annually if approved.

More Board Picks Still Ahead

After the policy change passed, staff asked council members to submit their number one and number two preferences for the two development boards. Staff said it would report back on how those tallied up. Final selections for those seats were not made at this meeting.
