McKinney Annexes 3 Airport-Area Tracts, Approves Christian Brothers 4-3
McKinney City Council on November 3 annexed and zoned three tracts east of McKinney National Airport for light industrial use, approved a Christian Brothers Automotive permit on a 4-3 vote and ratified an emergency water agreement for a nearby development. Council also approved a consent agenda that included the Trinity Falls agreements and an updated affordable housing scorecard.
Consent Agenda Approved, Including Trinity Falls Changes
Council approved the consent agenda in one vote, with one item pulled for discussion. It included amendments to the Trinity Falls utility district and development agreements and direction for the city manager to start annexation of the area in the dissolved MUD 2A, an updated affordable housing scorecard, the Safe Streets McKinney Comprehensive Safety Action Plan, new membership rates for the city's recreation centers and a Texas Enterprise Zone nomination for Encore Wire.
Emergency Water Deal For Mansions Of Prosper Ratified
Council voted separately to ratify an emergency water agreement with Aqua Texas, on a motion by Council Member Cloutier seconded by Mayor Pro Tem Franklin. Public Works Director Ryan Gillingham said both private wells serving the Mansions of Prosper, a development in the city's extraterritorial jurisdiction, failed September 28, 2026, and McKinney has supplied about 700,000 gallons since. The 120-day agreement expires January 26, 2027. Aqua Texas pays for the water at the city's highest outside-city rate, plus labor, equipment and staff time, and Gillingham said the extra demand has had no impact on McKinney's system.
398 Acres East Of The Airport Annexed
Council approved the first of three annexation and zoning cases, on a motion by Franklin seconded by Council Member Lynch, bringing about 398 acres located about 420 feet east of Enloe Road and 4,940 feet south of US 380 into the city with I-1 light industrial zoning. Staff said the tract was under a 2016 pre-annexation agreement that gave the city the right to annex once its 10-year term ended, and that development requests are expected soon. The Planning and Zoning Commission had recommended approval unanimously. |
