MCDC Approves Grants, Extensions, And Airport Bond Resolution
The McKinney Community Development Corporation handled grant decisions, project updates, and financing discussion on Aug. 27.
Heard Museum Grant Won Approval
Board members approved a $72,102.16 project grant for Heard Natural Science Museum and Wildlife Sanctuary. The money is for an indoor bug exhibit, painting, and floor mural restoration at 1 Nature Place.
CommonGood Medical Received Reduced Grant
A grant request from CommonGood Medical was approved at a lower amount after ineligible items were identified for MCDC funding. The board approved $306,348.08, rather than the full request, for infrastructure tied to renovation and relocation at 2750 Virginia Parkway.
Irwin Park Deadline Extended
The board approved an extension for the $5.5 million Irwin Park improvements project through Jan. 31, 2028. Parks staff later said construction has started and the park is expected to be closed about 12 to 14 months, though some sections could reopen earlier depending on safety. Staff also said they are working with DORBA and park maintenance crews to maintain trails during the closure.
Other Project Extensions Also Passed
MCDC also approved more time for two projects already on the books. The McKinney Parks Foundation’s ATV and trailer grant was extended to Sept. 30, 2026, and McKinney Main Street’s neon monument sign project was extended to Sept. 30, 2027.
Airport Bond Resolution Moved Forward
Board members approved a resolution tied to refunding bonds for the airport project through a TIFIA loan. A bond counsel representative said this was not new debt, but a resolution replacing the original March 3 resolution with additional clarity. A board member said the lower rate could save about $500,000 a year in interest for the next five years.
Courthouse Theater Rebuild Nears December Finish
Staff gave a construction update on the McKinney Performing Arts Center project, which will reopen as the Courthouse Theater. Staff said work includes clock restoration, plaster repair, paint analysis, new restrooms, ADA accessibility work, and historic interior details. Estimated substantial completion is mid to late December.
District 121 Spotlight Looked Back And Ahead
As part of MCDC’s 30-year community partner spotlight, a representative from a development team said MCDC’s support helped make District 121 possible. He also said the team is envisioning a mixed-use development at the old Globe Life office building and hopes to come to MCDC at some point regarding a District 121-like project there.
Sales Tax Revenue Stayed Strong
The financial report showed MCDC received almost $2.4 million, with the majority coming from sales tax revenue. Sales tax revenue was slightly over $2.1 million. Staff said sales tax was up 8.6% over last year for the period discussed, bringing the year-to-date increase to 5.5%. |
