MCDC Approves Retail Grants, Revises Budget, Hears Updates From Community Partners
The McKinney Community Development Corporation on Sept. 24 approved two retail infrastructure grants, extended a deadline for a fire suppression project in a structured parking facility, and approved a revised fiscal year 2027 budget. Board members also heard updates from LifePath Systems and other community partners.
Downtown Restaurant Grant Wins Full Support
MCDC approved up to $29,644 for Shorty’s McKinney LLC to cover exterior infrastructure work needed to open a restaurant at 109 N. Kentucky Street. The grant covers electrical, plumbing, and site improvements and represents 75% of the total exterior infrastructure cost.
Hope Hardware Building Gets Grease Trap Funding
A second retail infrastructure grant was approved for up to $50,000 for the Hope Hardware Building at 214 E. Louisiana Street. The money will go toward installing a grease trap, plus related plumbing and site work.
Adriatica Parking Project Gets More Time
The board approved a request to extend the term of a previously awarded $233,137 project for fire suppression system replacement in the structured parking facility at 6675 Mediterranean Drive. The new deadline is Dec. 31, 2026. A representative said delays were tied to permitting and pipe fabrication. Board members also said no additional funds were being requested.
Revised 2027 Budget Approved After Council Changes
MCDC approved a revised fiscal year 2027 budget after City Council approval on Sept. 1. Staff said updates included using a 3.5% sales tax growth assumption for budgeting purposes, adding $1 million to the community grants program for an anticipated parks application to support operating expenses within that department, increasing the amount budgeted for roadway infrastructure, adjusting personnel costs, and increasing the operating contingency to a little over $2 million.
Finance Report Shows Steady Sales Tax Growth
Finance staff reported that MCDC collected $2.5 million in July, with the majority from sales tax revenue, and had total expenditures of $313,000 for the month. Staff said the city’s May sales, collected in July, showed a 5.5% increase and that growth had been steady.
LifePath Systems Gives Bloomdale Campus Update
LifePath Systems gave an update on its Bloomdale campus, which received $1 million from MCDC in July 2024. The speaker said the total cost was about $43.5 million. The facility includes relocated administration offices, intellectual and developmental disability services, adult mental health services, and an expanded crisis center. The speaker said the extended observation unit increased from eight beds to 16 beds and the crisis respite unit increased from 14 beds to 28 beds, while also noting that staffing funds are still needed to add capacity over time. |
