Frisco Council Backs Bond Sale, Sparks Debate Over Parkside Retail

Frisco City Council met Aug. 4, 2026, and tackled a packed agenda that touched city finances, public works, zoning rules and a hotly debated retail plan near Harold Bacchus Park. Residents could feel the effects of several decisions and discussions, especially the bond sale, the GoZone transit promotion, and the rezoning fight on Independence Parkway and Main Street.

Bond Sale Clears With $147.8 Million Cap

Council approved the city’s general obligation bond ordinance for up to $147.8 million, which includes $87.8 million in new money from the 2023 bond authorization and $60 million to refund older debt. Staff said the refunding could save about $2 million in present-value terms. The money is slated for public safety, street work and a parks operations and logistics building.
