Frisco Growth Rules Shift As County Loosens Setbacks, Utility Demands

Collin County Commissioners Court approved a major rewrite of development regulations on Oct. 5, changing rules for subdivisions, floodplain development and manufactured home rental communities in unincorporated parts of the county. The revisions include smaller building setbacks, fewer utility extension requirements and new language governing wastewater and flood-prone property.

County Approves New Subdivision Rules

Commissioners approved updated subdivision regulations after county staff revised the proposal in response to state law and feedback from builders, engineers and property owners. The rules govern how developments are reviewed outside city limits, including platting, road layouts and infrastructure requirements.

Setbacks Reduced Along Major Roads

One of the biggest changes reduced the proposed building setback along designated major roads from 50 feet to 30 feet. A 20-foot setback will apply along other roads. The change gives property owners and developers more flexibility in how lots and buildings are positioned along county roadways.
